农村电力市场研究

摘 要

在我国,农村相当多的产业在国民经济中占据着基础地位,我国在进一步加强了对农村的现代化建设的力度推进,农村要发展,电力要先行;农村配电网成为制约农村经济发展的一大瓶颈,近年来随着农村电网改造的进一步深化,农村电网结构得到了质的改善,但是农村配电网的可靠性水平由于受各种因素影响依然偏低随着产业结构的调整以及居民对电力服务要求的提高,农村配电网的可靠性越来越重要研究农村配电网的可靠性,对提高整个电力系统的可靠性起到越来越关键的作用.本文首先对农村电力市场的现状展开了分析,指出了目前农村电力市场的需求和供给。随后指出了服务农村电力市场的着手点,主要包括加大电网建设力度、加强供电系统管理工作,以及农村配电网的可靠性设计。

Abstract

In china, Electricity as the basis of the national economy in most country industries, our government are strengthening the modernization to country, the power will be the first for country development; distribution net reliability is the bottlenecks to constrains the country economy development, in recent years, with the country net reconstruction of further deepening, country power net structure was a qualitative improvement, but country power distribution net reliability is still low level because affected by various factors as the adjustment of industrial structure and the requirements of the residents of electricity service to improve, the reliability of the country power distribution net is more and more important In order to improve the reliability of the whole power system has more and more key role. Analysis based on the current situation of country electricity market, points out the existing country electric power market demand and supply. And then points out that the service of country electricity market, mainly include the increase of power net construction, enhancing the power supply system, and the reliability design for country electric power.

第1章 绪 论

中国是一个农业大国,虽然随着工业和经济的发展,有大量的农村务工人员涌入城市,但是农村人口仍然在总人口的70%以上,然而农业以及相关产业的用电量却仅仅是全国用电总量的40%左右。农村经济难以真正步入正轨,供电问题在一定程度上需要对此负责。农村是我国用电需求潜力最大的地区,由于受电网的制约,加之管理体制不合理,农村用电需求还很低,"有电用不上和有电用不起"的问题还相当严重。为了解决这一问题,1998年以来,国家实施了大规模的农村电网建设与改造,一、二期已经基本完成,经过5年多的努力,农村电网建设与改造工作已取得了显著成效。农村电网覆盖面不断扩大,供电能力、质量和可靠性明显提高,农村生产和生活条件得到改善,有力地促进了农村地区用电量的快速增长,这对提高农民生活水平和生活质量、启动农村市场、扩大内需、拉动经济增长起到了重要作用。但总体来看,农村电网结构还比较薄弱,还不能满足农村地区用电快速增长的需要,继续完善农村电网、加强农村电力建设将是一项长期的任务。农网改造的意义何在,农村电力体制改革究竟要怎样来进行,这依然是我们需要不断研究与创新的课题。俗话说的好,国家要发展,电力要先行,如何才能发展好电力事业,怎样才能利国利民,使电力工作服务于经济,服务于社会的发展。
